american civil war milita or army units?

hi i am trying to trace down some markings to an US Model 1840
Heavy Cavalry Saber,
dubiously named
"Wrist-Breaker

i have established the blade carries the inspectors name of JWR which were the initials of an US Inspector of Arms - James W. Ripley, during the 1830's. He became the superintendent of the springfield armoury and then Chief of Ordenance

the blade also carries the scratched on initails T.E (relating to a militia unit? or army unit? or even a person) the blade also carries the stamp of 1.p.c.

pics can be seen at

thanks in advance dominic
